ISTM Faculty 2009

John R. Allen II is currently a Captain for the City of Palm Springs Fire Department. John has 21 years experience in the E.M.S. field. He has worked as a medic on ambulances, with fire departments, and as a flight medic. He has been a member of the Palm Springs / Cathedral City S.R.T. team for six years. He is a certified fire officer by the CSFM office. He has completed several tactical medicine courses and is a graduate of the both of the International School of Tactical Medicine Basic and Advanced Courses. In addition to a degree in fire science, John has advanced training in MVI / MCI, WMD, confined space rescue, low angle rescue, and dignitary protection through the California Department of Justice (DOJ). He is an instructor for a local college in Riverside County specializing in paramedic training.

Jonathan Allen, M.D., FAAEM is residency trained and board certified in Emergency Medicine and is a full time practicing emergency physician. Dr. Allen is a graduate of The International School of Tactical Medicine. Dr. Allen is a core faculty member at the Louisiana State University Health Sciences Center Emergency Medicine Residency Program in Baton Rouge. He also currently works for LSU HSC in Houma, Louisiana as a clinical instructor in Emergency Medicine. Dr. Allen is a Reserve Deputy Sheriff with the Lafourche Parish Sheriff’s Office in Louisiana where he serves as Medical Director and Tactical Medic on their SWAT team. He has also served as a Reserve Deputy and SWAT team medic with Maury County Sheriff’s Office in Tennessee. Dr. Allen has also been involved in EMS and has been the Medical Director for two EMT/Paramedic schools.

Dr. Allen is very active in disaster medicine. He has worked through disasters with Hurricanes Katrina, Rita, and Gustave recently and is a member of Florida-1 Disaster Medical Assistance Team through the US Department of Health and Human Services. He also specializes in Wilderness Medicine and is currently completing his wilderness medicine fellowship through the Wilderness Medical Society. Dr. Allen also serves as Deputy Coroner for Terrebonne Parish, LA and has had training in forensics and death investigations.

Dale M. Carrison, D.O., FACEP is residency trained board certified in emergency medicine. Dr. Carrison is the director of the emergency department at the University Medical Center of Southern Nevada in Las Vegas, Nevada. He is also the medical director for the Las Vegas Motor Speedway. Dr. Carrison has over 21 years experience in law enforcement as a former deputy sheriff in Orange County, California and as a special agent of the Federal Bureau of Investigation ( FBI). He is also served as an FBI SWAT team member. Dr. Carrision has lectured extensively on forensics and wound ballistics and has published articles on TEMS related topics. He is the National Parks Service EMS director for Death Valley National Monument and the Lake Mead Recreational Area. Dr. Carrison also serves a tactical physician for the Las Vegas Metro Police Department.

Joseph Collins is currently a Deputy Sheriff with The Montgomery County Sheriff's Office in Southwest Virginia. Joseph has 10 years of law enforcement experience combined with 10 years of Military experience. Joseph is an active SWAT operator and a proficient law enforcement instructor for Immediate Action / Rapid Deployment, combat pistol, patrol rifle AR15 / M4 platform, Colt submachine gun, officer survival techniques, as well as being a certified Glock and Colt armorer. Joseph is also the lead Firearms instructor for his agency.

Joseph spent 4 years in the United States Marine Corps as a Combat Engineer and 6 years in the United Stated Army as an Infantryman/paratrooper. He completed a tour of duty in Bosnia with the Marines and 2 combat tours in Iraq with the Army, completing over 350 combat patrols earning the Bronze Star for combat action in 2007. Joseph has lost 70% of his hearing in his right ear due to numerous detonations of Improvised Explosive Devices during combat operations. Joseph also played an active part in SWAT operations at the Virginia Tech massacre on April 16, 2007. Joseph deployed one month later for his last combat tour in Iraq. Joseph has survived many deadly encounters both in Law enforcement and Military operations and gives thanks to God for his constant hand of protection and good training.

Robert Winn Curran, MD is a Tactical Emergency Medicine Physician and Firearms Instructor in San Diego, California where he has remained since his residency training at UCSD. Dr. Curran is the president of Tactical Medical Group, Inc. and is currently on staff of both the International School of Tactical Medicine and Thunder Ranch. He is an advisor to the San Diego Special Trauma And Rescue Team (SWAT Medics) and a former Adjunct Instructor for the International Training Division of Heckler and Koch, and the HK Defense Training Group.

Dr. Curran has taught tactical medicine, wound management, and both armed and unarmed defensive tactics. In addition to experience in emergency medicine, trauma and burn surgery, he has previous clinical experience with both canine surgery and critical air transport. Dr. Curran continues to work, coach and train with representatives of multiple local and federal agencies and is a staff instructor with both the International Training Unit and Covert Canyon Training Center of American Shooting Center. He is a twenty-time graduate of Thunder Ranch and a multiple graduate of numerous other firearms and tactics schools including H&K, Gunsite, Yavapai Academy, Lethal Force Institute, Simunition, ITTS and others.

Christian Davis is the webmaster and technology consultant for the International School of Tactical Medicine. He is also working as a programmer and designer for CSGNetwork.com. Christian is a design for print/web specialist, and is currently involved in 3D mesh creation and for application in video, and interactive media. Christian is an expert with programs such as Adobe CS3 Design Standard (Photoshop, Illustrator, InDesign, Acrobat), Autodesk's Maya, and Pixologic's Zbrush. He also has extensive experience programming in HTML, CSS, XML, and Javascript.

Don Dougherty is a 24 year veteran of the Palm Springs Police Department and is currently assigned to the patrol division and the SWAT Team. Don is a chemical munitions and less lethal weapons specialist. During his carrier Don has served as a field training officer and a property crimes investigator. Officer Dougherty is currently one the police department's P.O.S.T. certified chemical munitions instructors, distraction device instructor, less lethal munitions instructor, pepper ball instructor, tactical firearms instructor and assistant range master.

Steve Drewniany - B.A., EMT-P, has 30 years of combined EMS Fire and Law Enforcement experience. Currently serving as a Lieutenant in Police Operations in Northern California, with a background that includes Mountain Search and Rescue, 20 years of Rescue/Flight Medicine, work as a paramedic in New Orleans, Oakland, and San Jose, CA and as a back country paramedic for the Mount Saint Helens National Volcanic Monument. Holding certifications as a Fire Officer and Chief Officer by the California Office of the State Fire Marshal as well as a Strike Team and Medical Task Force Leader, Steve also serves as the Operations Section Chief for the State of California’s EMS Authority’s Mission Support Team.

Anthony R. DuBose, M.D., M.P.H., is a residency trained, board certified Occupational / Environmental Medicine physician who is currently the tactical physician for the San Mateo Sheriffs Office SWAT Team. He has more than 10 years of clinical experience providing medical support for a FEMA Urban Search and Rescue Team. His prior military experience involved providing tactical air support with the US Army Rangers and a Joint Special Operations Command unit. He later served as a combat medic with the US Army National Guard. Dr. DuBose is President and CEO of TAC Health, LLC which is actively involved in developing and providing a portable personal health records system for high risk first responders.

Ken Elmore has been a firearms engineer, manufacturer, operator, and instructor for over 21 years and is the owner of Specialized Armament Warehouse (S.A.W.) in Chandler, Arizona. Since 1997 he has been a member of COLT Law Enforcement Training (COLT Defense LLC) instructing thousands of police and military personnel from around the world, as well as doing private work for several government agencies. Ken is a US Army combat veteran who speaks fluent German. He spent 2 years with 3rd Infantry Division in West Germany and was later a Squad Leader for a demolitions and light weapons squad in 7th Infantry Division. This unit participated in combat and military police operations during the Panama Invasion (1989-90) at the International Airport and Rio Hato Special Forces compound.

Recently Ken was invited to teach at the John F. Kennedy Special Warfare Center, Ft. Bragg, NC where he helped develop and upgrade several training courses. Besides actual classroom, shop, and range work, he has also been consulting on several magazine articles and book projects. After recovering from a serious HALO jump injury in 2004, Ken is currently working on a dive master/instructor certification for mixed-gas and deep water diving.

Michael Eby, M.D. is a residency trained board certified Ob/Gyn physician with fellowship training in surgical critical care. Dr. Eby currently is medical director of an academic critical care unit in southern California and is also a staff intensivist for a Level 1 Trauma Center. His duties include the education of physicians, nurses, allied health professionals, and pre-hospital providers. He has lectured to EMS agencies and for paramedic CE courses and protocol updates in pre-hospital obstetrics and critical care. Dr. Eby is a sworn reserve peace officer for the City of San Bernardino and serves in a variety of roles from patrol officer, to medical liaison for the administration, to SWAT team physician. He is currently serving on a multi-jurisdictional tactical medical task force for southern California.

Don Fallon is a 25 year veteran police office with the Palm Springs Police Department. Since he began his law enforcement career Don has been involved with tactical operations for the past nineteen years and has held every position from operator to team leader. Don is currently the team leader for the Palm Springs / Cathedral City Consolidated Special Response team.

Don is an MP5 instructor and dignitary protection expert and has served on details for high ranking government officials as well as current and former presidents of the United States while visiting the Palm Springs area. He is a law enforcement instructor at several local colleges and the College of Desert Police Academy.

Kelly Fieux has been with the Palm Springs Police Department for the past 14 years and is currently assigned to serving as an FTO in the Patrol Division. Kelly has also served on the department's SWAT team for the past ten years, he currently holds a position as entry team scout. During his law enforcement career, Kelly has served in a variety of assignments including K-9, field training officer, and Task Force Agent on the DEA Major Narcotics Task Force.

Kelly is an experienced Tactical Operator with ten years of extensive training in Crisis-Entry Techniques, Specialized Weapons Training, Dignitary Protection: S.R.T. Tactics, and Hostage Rescue Training with the following specialties: Covert/Dynamic/Explosive Entry.

Nathan Gunkel has 22 years experience in the E.M.S. field. He has worked as an EMT-P for a private ambulance company, project manager for Call Doctor, and is currently an Engineer/Paramedic for the City of Palm Springs Fire Department. He has been a member of the Palm Springs / Cathedral City S.W.A.T. Team for six years and is currently the department's Tactical Medic Team Liaison. His instructor certifications have included CPR, AED, FIRST AID, ACLS, PALS, PHTLS, and Infectious Disease.

Nathan has completed several Tactical Medicine courses and is a graduate of both the International School of Tactical Medicine Basic and Advanced Tactics and Medicine courses. In addition to a degree in fire science, he has advanced training in Dignitary Security and Protection through the DOJ, EMS Operations and Planning for Weapons of Mass Destruction, Decon Operations, and M.C.I. triage and treatment.

Steve Harris is a Homicide Detective for the Richmond Police Department and is currently the Forensics Services Supervisor. Steve has been a police officer for over 25 years and has served as a Patrol Officer; a Field Training Officer; and as a member of the Career Criminal Apprehension Task Force; he has been a Burglary Detective; a Sexual Assault Detective; an Intelligence Officer; a Gang Investigator; and a Field Evidence Technician. Additionally, Steve is still assigned to all three of the Police Department’s Tactical Teams. Steve is a SWAT-Sniper and an alternate Team-Leader for the High Risk Entry Team, as well as one of the Grenadiers for the Mobile Field Force. Steve holds collateral assignments as a Firearms Instructor and Departmental Armorer.

In addition to being a police officer for The Most Violent City in California Steve has several years experience as an EMT and later as a Paramedic in the City of Oakland.  Steve is a graduate of Stanford University's Paramedic School and both the Basic and the Advanced courses offered at the International School of Tactical Medicine.  Steve is a multiple critical incident survivor and serves on the Officer Involved Shooting (OIS) Investigative Team; he has seen the Tactical Environment from all perspectives – as a Medic, as an Operator and as an Investigator.  This insight has given him rare insight about what works and what doesn’t, in the field and the courtroom. 

Lawrence E. Heiskell, M.D., FACEP, FAAFP is the founder and medical director of the International School of Tactical Medicine. Dr. Heiskell is residency trained and board certified in emergency medicine and family practice and is a full time practicing emergency physician in California. Prior to attending medical school Dr. Heiskell, worked as as a biologist and conducted scientific research for the United States Antarctic Research Program and served on 3 expeditions to Antarctica and the South Pole. He was awarded the Congressional Antarctic Service Medal in 1979. He has 19 years experience in law enforcement and began his carreer as a reserve deputy sheriff and SWAT team physician with the Kern County Sheriffs Department in Bakersfield, California. Dr. Heiskell now serves as a reserve police officer and a tactical physician with the Palm Springs Police Department in Palm Springs, California. He is a graduate of P.O.S.T, NTOA, Heckler and Koch, and FBI SWAT schools.

Dr. Heiskell has lectured nationally on tactical medicine and has written over 50 articles, publications,and book chapters on tactical medicine. Dr. Heiskell served as an adjunct instructor for the Heckler & Koch International Training Division for 10 years. He is a Heckler & Koch certified MP5 Master Instructor and a four-time GUNSITE graduate. Dr. Heiskell has provided special operations emergency medical support for the FBI, DEA and BATF. He is also a graduate of the DEA Clandestine Drug Laboratory Investigation School and the California P.O.S.T. Academy Instructor Certification Program.

Rick Leska is a 19-year veteran police corporal with the Prince George’s County Maryland Police Department. He is a former tactical team member and sniper with the County’s Special Operations Division. He is also a former member of two street crimes units known as ACTION and SAT (Special Assignment Team).

Rick was certified through the US Secret Service as a firearms instructor and has been teaching for 15 years. He has taught cadets, officers, military personnel and foreign police in the use of various weapons to include MP5 Sub-machine guns, pistol, and sniper rifles.

Rick has assisted as an adjunct instructor for the Anti-Terrorism School for the US State Department and has taught personnel from 5 different countries.

Chuck Menley has over 20 years of combined experience as a U.S. Marine, EMT, Police Officer, and Deputy Sheriff. He has prior tactical response team experience and been a certified law enforcement and civilian firearms instructor for over 21 years. Chuck has trained well over 1,000 people in the safe and proper use of firearms. He is currently employed as the full-time civilian range master and armorer for the Palm Springs Police Department. His duties include developing and conducting tactical firearms training for the Palm Springs Special Response Team.

Chuck has attended the FBI range masters school and is the California POST-certified range master for the International School of Tactical Medicine. He possesses a lifetime California Teaching Credential and has conducted specialized firearms and tactical training for private, law enforcement, and military organizations.

Andrea Micheli is a former Swiss Army NCO. He served as Panzegrenadier and military security specialist. During his duty time he performed protective service missions (Kosovo, UNO Geneve, and Swiss Border) and combat arms training to Swiss Army militia personnel. Andrea has completed instructor certification courses through various schools. He is also an instructor of the Italian National Shooting Association (T.S.N.) Section of Lucca, Italy and an active member of I.A.L.E.F.I. Andrea is the founder and director of Tactical Advantage, a firearms and tactics training company based in Zurich, Switzerland and as a military and law enforcement specialized journalist (member of the Italian Journalist Federation) he writes for several magazines.

James Munis, M.D., Ph.D. is residency trained and board certified in anesthesiology. He is Chair of the Division of Neuroanesthesia at the Mayo Clinic in Rochester, MN. Dr. Munis received his training in anesthesiology at the Massachusetts General Hospital, where he also served as Chief Resident. He received additional fellowship training in neurophysiology at the Johns Hopkins School of Medicine. Dr. Munis received his Ph.D. in physiology and pharmacology at the University of California, San Diego, where he studied high altitude and environmental physiology as part of his doctoral studies. He is the course director for respiratory physiology at the Mayo Clinic School of Medicine as well as an instructor in the Mayo Clinic Multidisciplinary Simulation Center, and holds a joint appointment in the Department of Physiology at the Mayo Clinic. Dr. Munis is a graduate of the International School of Tactical Medicine and has received training in tactical pistol (TigerSwan) and combatives (Sayoc Tactical Group). His interests include tactical physiology, the physiology of hemorrhage, and trauma management, and he has lectured on these topics at the Police Tactical Response Exposition (TREXPO).

Robert L. Norris, M.D., FACEP is the Chief of Emergency Medicine at Stanford University Medical Center in Los Altos, California. Dr. Norris is residency- trained board-certified in emergency medicine and has special expertise in advanced airway management and in environmental toxicology. From 1993 to 1999 he served as Medical Director for the Stanford Life Flight program. He is a long time member of the Wilderness Medical Society and is Editor-in-Chief for that society's flagship journal, Wilderness and Environmental Medicine. Dr. Norris is a tactical physician with the Santa Clara County Sheriff's Department SERT team and with the Los Altos Police Department SWAT team. He lectures extensively on the topics of advanced airway management and environmental emergencies.

Dan Olesnicky, M.D., FACEP is a SWAT team physician for the Clifton New Jersey Police Department. Dr. Olesnicky is a practicing full time emergency physician and is residency trained and board certified in Internal Medicine and Emergency Medicine. Dr. Olesnicky served for 3 years as an adjunct instructor for the Heckler & Koch International Training Division.

Dr. Olesnicky is active in both Disaster Medicine and the Mobile Medical Response System. He is a specialist in Nuclear, Biological and Chemical threats and is an expert in wellness medicine for law enforcement. Dr Olesnicky is a frequent tactical medcine speaker at TREXPO conferences and an expert on advanced airway management.

Keith Rose M.D. is the president and CEO of The Doctors' Center. The Doctors' Center is a multi-clinic company that provides medical risk management, tactical medical consulting, and immediate care for over 300 companies, government agencies, and municipalities in South Texas. Dr. Rose has spoken to numerous companies, agencies, and organizations on risk management, tactical medicine, and security issues. Dr. Rose is trained in general surgery, plastic surgery, and has completed a fellowship in burns and critical care. He was in the military for several years on a forward surgical team and has extensive field experience in trauma, burns, diving medicine, emergency medicine, and critical air transport. He provides consulting in tactical medicine to numerous government and law enforcement agencies, and security companies. He has worked in South America and the Middle East.

Gary Sommers is a retired police sergeant with 34 years law enforcement experience. Gary spent 21 years with Prince Georges County Police Department and 15 years with the Montgomery County Police Department. He is a former SWAT team member and sniper with 23 years experience in firearms instruction. Gary continues working in the field of law enforcement for the Montgomery County (Maryland) Police, as a full time academy and firearms instructor.

Gary was an instructor for the Anti-Terrorism school for the US State Department and taught in 13 foreign countries. Gary served as an adjunct instructor for the Heckler & Koch International Training Division and is Maryland Police Training Commission (MPTC) certified.

Kyle Stjerne has been a police officer with the Palm Springs Police Department for the last 7 years and is currently assigned to the Crime Suppression Team. Kyle has been a member of the PSPD SWAT team for the past three years where he serves as a Scout on the entry team. He has also served as an Arrest & Control, Baton, and Use of Force Instructor for the past five years.

Kyle has experience working as an undercover officer during vice operations and is also a Dignitary Protection Expert. Kyle has served on security details for high ranking government officials such as Governor Schwarzenegger and Congresswoman Mary Bono, as well as high profile celebrities such as Charlize Theron, Brad Pitt, Sean Penn, Bruce Willis and Halle Berry.

David H. Tang, M.D., FACEP is residency trained and board certified in emergency medicine. Dr Tang has published on TEMS related topics and has lectured nationally on Tactical Emergency Medicine. He has served as a reserve police officer for 16 years, beginning with the Riverside County Sheriffs Department, Indio, California, Coos County Sheriffs Department, Coos Bay, Oregon. And is currently a reserve police officer and a tactical physician for the Palm Springs Police Department, Palm Springs, California. Dr. Tang is a graduate of P.O.S.T and FBI SWAT schools and is certified by the DEA as a clandestine drug lab safety officer. He has also served as the medical officer for BATF special operations and is a certified MP5 Master Instructor.

Sydney J. Vail, M.D., F.A.C.S. is a residency trained board certified General Surgeon, Fellowship trained in Trauma and Emergency Surgery and Trauma / Surgical Critical Care. He is presently the Medical Director of Trauma Services at Maricopa Medical Center in Phoenix Arizona. Dr. Vail is the Medical Director and Tactical Physician for the Arizona Department of Public Safety (DPS) SWAT team. He is forming a regionalized Tactical Medicine program for the Phoenix metro area that includes training, Tactical Medicine guidelines, medical direction and oversight incorporating several tactical physicians and medical providers.

He is a clinical instructor for surgical residents, medical students, EMS personnel and helicopter flight teams. Dr. Vail lectures nationally on Trauma / Emergency Surgery issues and Tactical Medicine topics with an emphasis on wound ballistic and how wounding affects the human body as well as field Trauma care.

Lynn Welling M.D.,FACEP is a residency trained board certified in Emergency Medicine. Prior to his career in Emergency Medicine, Dr. Welling flew A7E Corsair's for the US Navy Dr. Welling has operated with several federal, state and local tactical law-enforcement agencies as "up-front" medical support, and team medical director. He also is an Urban Search and Rescue member and he responded to the 9/11 World Trade Center disaster.

Dr. Welling has deployed worldwide in response to terrorist activities, and has supported special operations and far-forward operations in recent conflicts. Dr. Welling has taught tactical medicine nationally to medical students, EMT's, interns, residents and other board certified physicians. He is an Adjunct Associate Professor of Military and Emergency Medicine at the Uniformed Services University of the Health Sciences, and an Assistant Clinical Professor of Emergency Medicine, University of California, San Diego.

Matt Willette is the Western Regional Manager for Blackhawk Products Group and is actively involved in the design and product development of military and law enforcement tactical gear and equipment. His background includes 6 years of active duty in Army Special Operations, 8 years in Law Enforcement with North Las Vegas Police Department. Matt has served in a variety of leadership assignments including SWAT, Narcotics, Gang Investigations, and FTO. He is a proficient instructor in firearms, tactics, and defensive tactics.

E. John Wipfler, III, MD, FACEP is a residency-trained board certified emergency physician and an associate clinical professor of surgery at the University of Illinois College of Medicine. He served with the military reserves for 15 years, attaining the rank of Major in the U.S. Army Medical Corps, serving in Panama and activated for Desert Storm. He has been involved with law enforcement tactical operations as a SWAT team physician and TEMS medical director for 13 years. He teaches and practices medicine with the Department of Emergency Medicine at OSF Saint Francis Medical Center, a Level I Trauma Center in Peoria, Illinois.

Dr. Wipfler co-founded the first tactical EMS unit in the state of Illinois (STATT) and is a sworn Sheriff's Physician and auxiliary Deputy Sheriff who supports three law enforcement tactical teams. He has taught and supported operations with the U.S. Secret Service, U.S. Marshals Office, and the DEA in Illinois. Dr Wipfler has co-authored textbooks, published textbook chapters and multiple research papers, lectures nationally, and teaches tactical medicine, disaster preparedness, bioterrorism / WMD response. Dr. Wipfler developed one of the first emergency medicine residency program Tactical EMS elective rotations in the country in 1999. As the co-chair of the Illinois Tactical Officer's Association (ITOA) tactical EMS committee, he has been involved in instructing TEMS with the ITOA and other law agencies, and has co-chaired the annual ITOA Tactical Medicine Conference for the past 7 years. He currently is working with a task force to integrate TEMS into the EMS legislation with the Illinois Department of Public Health.
